Xbox Achievement Not unlocking - Indecent Exposure.

Any idea on what i can do to fix an issue i am seeing.
i have twice attempted to unlock the "indencent exposure" achievement and it not unlock the xbox equivilent.
On both charcters the ingame achievement unlocks just fine though.
Not sure what i could be doing wrong.
Are stolen weapons required to be equipped also when attempting this?

REsolved now.
It unlocked after my third attempt.
Only difference i did on my third go was include an equipped stolen weapon.
Not sure if that caused the unlock or if it was just coincidence.
