Cannot join fighters guild

I recently came back to ESO after a layoff and decided to start with a new character and run the tutorial to remind me of the game mechanics.

I created a Wood Elf (Bosmer) Warden with the default alliance (Altmeri Dominion). Haing played the tutorial I went to Khenarthi's Roost and cleared the starter island, taking tbe boat to Audiron, which dropped me in Vulkhel Guard. There I joined the Mage's Guild and tried to join the Fighters Guild but could not locate the quest-giver Aicessar, even after participating in the destruction of an anchor. I also tried moving an older chaaracter (a Khajit) to Vulkel Guard and still couldn't find the quest giver.

Where do I go from here?

If he's not showing up in your alliamce's starter town, I'd try his locations in the DLC cities or look for one of his handbills.

OK, thanks for the prompt reply. I went to Vivec City and found Aicessar in the fighters guild there. Unfortunately after I joined the guild he told me to find Sees All Colours but that person is not in the fighters guild in either Vivec City or Vulkhel Guard.

Beginning to wonder if I should start again with a character from a different alliance.

Is Sees all Colours in Vulkhel Guard?
I seem to remember seeing her in Rawlkha and maybe Grahtwood.
You probably know this but you can use the 'show me where..' option for the quest.

Hehe, unfortunately when Aicessar accepted me as a member I did not actually receive a quest to find Sees All Colours.

Failing everything else you can abandon the quest and try picking it up again.

Unfortunately I don't have a quest to abandon.

I created a new character (Dark Elf) and ran through the tutorial and apprpriate starter island(s) ending up in Davon's Watch. There I found Hilan just inside the Fighter's Guild door and was able to join the guild and be sent on to Sees-All-Colours who was standing conveniently next to Hilan.

I'm not sure why the Aldmiri Dominion version is not working properly but if you google "Cannot find Aicessar" you will find people have been having this problem on and off for years. There are no similar reports of issues with the joining the guild from the other alliances. Nor, to be honest, have I seen any problems with previous Dominion characters, although that was a while ago.
