The intention is that it's guaranteed and that's my experience in most situations. There was a bug in dungeons that prevented curation when named drops happened at the same time. This is possibly still an issue but not intended. There is also some content such as Craglorn trials that don't curate in the expected way, leading to duplicates.

With Update 32, in most cases, when an item set drops from a monster, the system will try to give you something that you don’t already own. This change greatly reduces the randomness of your rewards, with each subsequent drop further reducing the potential variation until you’ve collected every piece within a set.

They inserted the word "preferentially", from which I infer uncertainty. They say the system will "try", they don't say that it will.
Community testing seems to conclude that it's a named loot issue when it does not seem to work, so I'm cool with that, all I'm saying is that the language used to describe the system does not appear to guarantee anything, and I've never seen a ZOS response that confirms that one way or the other.
Did you get some other item from one of the other sets in that dungeon?
