Oblivion Damage. Can it be viable?

With the current state of the game Oblivion Damage is very underpowered both in pve and pvp.

Now we all know that before it was toxic and oppressive in pvp and that it needed nerfing. However, I would argue that the nerfs were too heavy handed. Furthermore, the move to buff it for pve wasn’t enough to justify its use over other options.

I suggest the following changes:

1. Buff the maximum damage that the Oblivion glyphs and sets can deal to make them more viable in pve.

2. Make Sload’s set guaranteed to proc on all enemy targets with 0 cooldown. Like it used to be… BUT make it so that players can only be affected by one instance at a time so that it cannot be stacked on players and reduce its duration to 4 seconds. The stacking was the main issue why the set was broken on release. However, allow it to stack in pve to give it group viability.

3. Buff Knight Slayer set, perhaps give it an execute modifier so it deals 16% of max health against targets under 25% health.

4. Add a monster set that either deals Oblivion Damage or applies some kind of buff to your own Oblivion Damage dealt.

Oblivion builds should be a thing. Just some minor tweaks and they can be made viable without being broken, because right now they are pretty much useless.

One way it could be perhaps balanced is if it scaled with Max Health. Not sure if this would make it OP, but I feel like Oblivion Damage suits a sustained pressure brawler style of character.
