Does Arctic Blast proc Chokethorn?

Thinking of using chokethorn for a build on my warden and was wondering if arctic blast was considered a healing ability for the proc condition. I'm pretty sure it would be but since it deals damage too and this game has tons of little funky inconsistencies I was hoping someone knew.

i believe as long as it has a heal component then it is considered a healing skill

in this case the heal is built into the skill and not a proc, so i dont see why it wouldnt work
