Well, maybe not a big rework but something I have in mind for a while. The current One-Handed skill is really just a Shield skill, so why not make it into both in reality? As in, let certain abilities and passives still work even if you do not have a shield (and also allow one-handed weapons count as two set pieces ONLY when you are empty in the off-hand). This could allow for a new DPS playstyle open a little bit with reworked passives, having passives which provides similar stuff as now if a shield is equipped or provide more damage output if off-hand is empty. Could even rework sword and board to have different effects base on what weapon you are using in your main but their effects are doubled if shield isn't present... While it won't truly provide a real sword + magic weapon user, it could open that playstyle up since you will be able to get some necessary damage buffs while running a build like that, and still perform as well as two-handed and dual-wield, just in a different flavor. Sure, obviously certain abilities would need to be replaced or just stay locked behind shield only but it is a start in opening up a more damage focus playstyle, especially one that a tank can more easily swap to when they aren't tanking...
I know I don't have any specific thoughts or stats to share since I am not the best at that in ESO, but I did want to share the basic idea to get it out there and hopefully see if it could go anywhere with other people or not. Sorry for sharing.
