Once you make it account wide, you lose the ability to use the achievement as a sign of a character's suitability for group content.

    Does anyone actually do this?

at least on PC/NA ive seen people in zone chat looking for fills in groups for vet content that want you to "have a clear" of something (using the achievement to prove you cleared it) in order to join the group

and if it was actually acct wide display, that couldnt be done (not that i approve of requiring someone to have cleared content to do said content, whole catch-22 thing there)

It cant be done with character based achievments either.

What most players are not aware of is that a achievment link does not link to the achievment of a player. It instead is an achievment id followed by a time stamp. Meaning someone can copy his achievment link and give it to other players for reuse or copy his own link and modify the time stamp. So you could also use your achievment from another character this way. As a result whenever someone links an achievment there is no way of knowing if they realy have it just from the link.

In case you want to try it "|H1:achievement:2212:1:2642962853|h|h" here is an achievment link that labels the achievment as done on the 1st of october 2053.

But then, I'd guess very few people do this for a Craglorn farming PUG. Same with carries - in the end, there's not so many of them, and even they at least have a general idea of what they're getting into.

It's not meant to be a guaranteed way to find only good players for that content. You can't rule out players who got the achievement as a DD and then completely respecced to tank and suck, either.
It's meant as a quick check that will provide a decent result most of the time, and that's exactly what this does.

"Could you explain to me why? For me the whole account is a unity, as such i expect everything i do to count towards account based achievments, no matter on which character i do it. If i split fishing across 5 characters and each catches a different fish i expect that to be counted."

I see achievements as something you and your character earn together. You and a 2nd character become a different team. I know players with more than ten master fishermen. I know players that have trifecta achievements for each role and that was achieved on different characters. Account wide would make these types of multiple characters getting same achievment mostly pointless. Achievements should have a broad spectrum of difficulty to obtain. Being able to combine different characters actions towards one achievement weakens the achievement. Some need to be very difficult to obtain. Keeps players in the game.
An achievement is a dedication to that particular character by the player. That needs to stay in place but I still think being able to see what all your characters have achieved in one place would be a good thing.
and then the parrot said, "must be the water mines green too."
