7 year vet and I have no clue what this means. Read a couple old forum and reddit topics, they didn't help at all.

Core Combat abilities are Block, Dodge, Break Free, Bash, Sprint and Sneak.

These are abilities just like Force Pulse or Biting Jabs but they don't need to be slotted on your action bar to be used.

Interestingly "technically" nearly everything your character does is an ability or 'spell'. Light attacks are an ability, as is Swap Weapons or Resurrect.

That's the best answer I've seen, thank you.

So basically this sorc passive gives a nice reduced cost to skills you cast but doesn't effect stuff like dodge roll and block since that'd be kinda op.

ESO lists them up in your menu as "Core Abilities"

If you go in your menu to character (click C) you see on your right, below your main stats, a button "advanced stats". Click on that and you see in the middle of your screen the list.

    Core Abilities:
    Bash Cost
    Block Cost
    Break Free Cost
    Dodge Roll Cost
    Sneak Cost
    Sprint Cost
    Bash Damage
    Block Mitigation
    Block Move Speed
    Sneak Speed
    Sprint Speed

    and fyi:
Besides Unholy Knowledge reducing non-Core Abilities, the star "Survival Instinct" in the red tree can reduce the cost of Core Abilities up to 25% (when afflicted by a Status Effect).

"I still do not understand why I followed the advice of Captain Rana to bring the villagers of Bleakrock into safety. We should have fought for our village and not have backed down, with our tail between our legs. Now my home village is in shambles, the houses burning, the invaders feasting.I swear every day to Shor that after Molag Bal has been defeated, I will hunt down the invaders and restore peace in Bleakrock and drink my mead with my friends at the market place".PC-EU

Survival Instincts is indeed amazing. Helps keep my magDK's stamina pool from running out too quickly even in the most dire of situations.

It makes sense would be "core" abilities as they are part of every build.

Just wanna add that Imperials also get a reduction to all Core Abilities as well as normal abilities and ultimates. That's why Imperials can actually compete with Nords as a tanking race. This also applies to the Alteration Mastery set and Battlefield Acrobat set.
Basically whenever it says "all abilities" it includes ultimates and core abilities unless stated otherwise.
