Out of curiosity while walking around Wrothgar, I saw this rock and wondered what it said. Its on an island near the Great Bay Wayshrine. As far as I can tell, it repeats NIRN OBEY COLDHARBOR.
Is that right?

It's one of the most common daedric script phrases you can find in ESO. It's on all those stones in Wrothgar, on some dolmens and other places.
The full phrase is "COLDHARBOUR CALLS NIRN OBEYS", which is often repeated in some form but you mosly just see parts of it on those rocks.
