Can anyone help with 'The Missing Prophecy' quest please

I am trying to start the quest 'The Missing Prophecy'. I went to both starting locations, one is Alessio Guillon who can be found in various inns around Tamriel. This section is optional, apparently, as you can start the quest by searching out Rhea Opacrius in The Cloudy Dregs Inn, in Wayrest. This information i have found is identical across multiple guides across the internet. On every attempt i have made to find these two characters I have failed.
Apparently this is a prologue quest to Morrowind and the Deadric War Storyline. Does this quest still exist, and if so how do i start it. Is the quest only available after certain conditions have been met, and if so what are those condition?

Well that's what I thought, but i couldn't find it anywhere under my achievements. including the sections under Morrowind, Clockwork City, and Summerset Isle. Its not even under the prologue section of the quests. And when I go to Quest starters - Prologue there are only 6 to choose from and i have done 5 of them.

Yeah it would be under the prologue achievement, prologues have their own achievement section. Another way you can tell is you have the Twilight Shard memento. If you don't have the quest popping in those areas but do have the shard, odds are you did the quest already. In which case it may be that your achievement is bugged.

The crown store doesn't sell this prologue for some reason.

Do you got the twilight shard memento?I'm not sure there was an achive other than memento for it at the time.

the quest does still exist, I did it about a month ago on my tank because I got tired of being stealth stalked by Alessio,I find him worse than Stuga, at least she's loud and brass, she lets you know she's looking for you, this guy is just plain creepy quiet

The quest is still there,but no achieve,or morrowind prologue starter in store like others.

I wonder if some people actually miss this quest, because the NPC isn't engaging with you at all,, I didn't really notice him at first, but then I play with Quest Giver Icons off

There is no achievement just the memento
