Alliance Que System

I would like a detailed explanation of how the Q system works once all three alliances reaches the cap for the population.

Here is what happened over the weekend when playing in Grey Host.

I was with a group of players over the weekend. Average wait time to get into the Grey Host was over an hour. As some players wanted to switch character we did so in a very slow fashion to ensure our group wouldn't be without to many people. First person leaves, changes character and Q up. His number was around 20 or so. We wait until player one Q number is 5 before the second player drops out to swap characters. The first player was still waiting in the Q and was #5 after the second player left. Since it been quite a while since the first player wanted to swich (almost 40 minutes by this point) four additional players from our group log off a few minutes after player two swapped to another character and was waiting in the Q. The first player that swap over character that is a position 5 for the Q in the Q had to wait an additional 5 minutes before he dropped to number 4.

So what exactly is going on with the Q system. Someone at position 5 that was in a group where 5 players left only moved down one spot 15 minutes later feels as if the Q system is broken or not working as intended or something else is going on.

Just would like some clarity around the Q system.

As a side note, instead of using bars to represent population, can you please just put up the number of players in the zone and if possible number of player waiting in the Q if there is a Q.

If they told us the number of players, that would require admitting how small they've had to cap the PVP population these days.

The pop caps have shrunk over time to maintain performance. I can't quite see ZOS wanting to put a hard number on how much they've fallen since launch.
