Grey Reliquiary Satchels

Have the droprates on these been nerfed to Oblivion? O.o

I was doing a nice round of harrowstorms in the Reach (had the quest and decided to do a few more), and after doing at least 20 or so, I had *ONE* Grey Reliquiary Satchel! And it had a counterfeit pardon in it.

How, by the Thousand Little Gods, am I supposed to get my Vampiric furnishing plans? They more or less only drop from the harrowstorms, i.e. the satchels.

ZOS, do you hate housing crafters *so much*, that you take away even the slightest chance of getting the plans in a normal way (that doesn't involve stealing and/or murdering)?

And no, I am *not* going to buy the furniture from the CS. The more ZOS tries to push me in that direction, the less I'm going to spend crowns on CS furniture. I simply refuse. And I can get *really* ornery like that... >.>

    I actually feel like I have been getting them more often. But I do wish they would take the counterfeit pardons out of them, or at least put other stuff in with them. So disappointing.

    I used to get them with every third or so harrowstorm. But ONE in 20? >.>

    I basically stopped doing harrowstorms, after doing them for the first time in the anniversary event, and after 30 or 40 harrowstorms, never got a single plan/recipe of any kind. Still never have seen even one to this day.

    As opposed to the dragons, which after all this time are still dropping at least one plan for me basically every second or third dragon, and sometimes multiples on the same dragon (even before I had the CP slot for furnishing plans).

    If only more people were still doing dragons... ;__;

    I still do harrowstorms, mostly because there are people there doing them. And it *used* to be that you got the satchels fairly frequently and had a chance - even if it was a slim one - of getting one of the furnishing plans. But at the moment, I'm getting more of a 'let the crafters suffer' vibe... >.>

    I don't usually have any trouble with other people being around for the dragons, unless of course it's in the middle of the night for that server. Although some locations are obviously busier than others.

    I (thankfully) haven't done a Harrowstorm in ages, but the drop rate on these was always bad, and the rate of anything good in them was always dreadful.
