My Khajiit wears three stacked sneak sets including DB. I can walk up to a guard and steal right next to him. I can stand in IC and be pushed aside by a daedroth without it detecting me. So it does appear to be working. What is certainly bugged is that there are lots of NPCs in houses who will fail to see you but will spout their dialogue about intruders as if they have.

The 8m thing is certainly more complex than it implies even with the armour buffs. Some mobs appear to have far better stealth detection than others and some actions like forcing a chest appear to have a base range of detection of their own.

The detection range seems to be much, much further away if you are directly in front of the NPCs, in their line of sight. Is this what you are experiencing?

I noticed this change quite some time ago, maybe Greymoor or Markarth.
