it says each hit applies stagger and increases damage done per stack....that just sounds / seems goofy....does it mean you cast the ability and each target hit gets stagger but they take more damage by just leaving the stacks on you and not using the ability again?
For every stack of stagger on an enemy, the take X amount of additional damage from any damage dealt to them. So you use the skill on a target to stack the stagger de-buff.

ok, thanks...i thought stagger was just a set debuff, didn't know IT stacked, that makes more sense.
And the additional damage is an additive bonus with any damage tick, so the more damage ticks you have in a shorter period of time the more you benefit from this.
The stagger is damage added is apparently done prior to crit calculations, damage done %(like berserk), and damage taken% (like vulnerability). Meaning if can potentially be much higher, I don't know if pen effects the skill as well though?
