It's the only dolmen located directly inside a town, so it's always getting completed. For that reason, it's the most difficult one to get (unless you're DC). I had to learn the progression on the map, and when I saw the one before Bruma active (the one on the far east of the map inside EP territory), I had to sit and wait in stealth outside Bruma for about an hour before it dropped. Then I rushed in to complete it.
