No, it's one or the other. Either you link them to the same account, in which case you keep all your DLC and items and have two methods to login to the same account, or you create a new one in which case it's a separate account with more characters and a separate bank. Yes. When you first sign in you have to choose your existing account instead of creating a new one. I think support can help you link the two if you mess up, but it's possible to do it without support.Could I then buy ESO on Steam and link it to my non-Steam version?
You can do that yes. You can run all the copies you want from a single install.
