stros m'kai story quests missing

i just finished the main quest and started "cadwell's silver", he sent me to stros m'kai because my character is in EP. i can't find any of the quest givers for "the broken spearhead". i searched every possible location for the quest givers and found Tumma-Shah on the ship and Mihayya in daggerfall but they had no quest for me. Captain Kaleen wasn't on the docks where she was supposed to be.
