Needing help in identifying a style

I've seen the style below both on one or two players and on an NPC while playing through the Deadlands DLC. I can't, however, seem to be able to find what it is. Can anyone tell what it is and how to acquire it? Sorry for the not-so-clear picture, this unfortunately was the best I could do:
