Patch: X class is overperforming, zos nerfs it into the ground.
Next patch: Y class is underperforming, zos elevates it to god mode.
Next patch: Y class is god mode, zos nerfs it into the ground. Z class is balanced, so zos nerfs it.
Next patch: X class is too nerfed, so let's barely revert them so it is only sort of nerfed into the ground.
Next patch: Z class is now shockingly underperforming, zos buffs it too much.
Next patch: Z class was buffed too much so now zos nerfs it too much.
And so on and so forth.
The goal is for class balance to get better not swing the pendulum wildly back and forth in the name of "balance".
The DK changes seem modest from a PvE perspective.
Rarely are both aspects of the game considered at the same time.

Such as if you have a 4 mag comp in BGs all with a resto and radiating regen you're practically unkillable. That's the same as old vigor before it was nerfed, yet this has been unchanged for patches.
