They really should deactivate permanently proc sets from cyro and reduce the syze of the map by 10%.
Deactivating other things would also help.

Size of the map has nothing to do with it. It's the amount of people on the map + the uncompartmentalized situation of the map that gives it it's charm. If it was like the Imperial City though with how things are separated out it might lead to better performance, but we'd see the end of things like Milegate and Bridge battles separating out the three alliance zones.
