I am unsure if it is possible with addons, though you are able to lower their frequency of speaking through the following settings option:
Gameplay > Companion reactions

PC/NA - PvP/PvE AD Sorc main

Former Emp, GS, DB, TTT, IR, GH, PB, Swash, Misery Master
