Bosmer for sure. I only play Dunmer so I don’t really care but it seems they are very underrepresented in quests, dungeons, NPCs, and storylines.
And more of that bosmer chick from the Wrothgar storyline!
While we’re at it, can we get rid of about 2/3 of the Kajiti? I am sooo sick of “this one thinks…”. They’re everywhere and seem to breed like….well…cats.
And that Razum-dar NPC May be my most disliked NPC in the game.

They've barely been touched outside Alik'r Desert, a part of Bankorai, some of Craglorn, and Hew's Bane. Craglorn is a mix of Nede, Yokudan/Anka-Ra, and Aylied. Hew's Bane also was mainly about the Thieves Guild, for obvious reasons. I do agree that Bretons need some more lore, but to be frank, they have a lot more than Redguards. Most of Bangkorai, Stormhaven, Glenumbra, and Rivenspire. A lot of their politics have been touched in the base game. For Jode's sake, the Daggerfall leader is a Breton. Bosmer have a lot as well, with 3 and a half zones.
ESO has only scratched the surface with the Redguard politics as well. Crowns and Forebears? They're a huge part of Hammerfell, but maybe get a handful of quests in Alik'r. And don't get me started on their lore. Redguards have their own pantheon that still has so much to be covered. Sword-singers too! There's just so much to go over with Redguards, especially with such a huge part of Hammerfell being open as well.

Orc - Wrothgar
Dunmer - Morrowind
Altmer - Summerset
Khajiit - Elsweyr
Nord - Greymoor / Wester Skyrim
The ones that did not:
1. Redguard - most likely next story will involve them.
2. Breton - they have some lore here and there, and base game zones, so idk what can be added.
3. Wood Elf - similar situation as with Breton - pretty much all of their home lands are already in the game, so idk what can be added.
4. Imperial - They technically had some zones, but they did not had a full zone devoted to them. Blackwood was technically an Imperial zone, but only in like 70 - 80% imho.
5. Argonian - They are in the weird spot also, as they had small DLC (Murkmire) and a some % of Blackwood - very little though. Blackwood was primally an Imperial Chapter that just happened to be located in a swampy area, so Argonians acted more like a background, with almost "0" lore. There is plenty of space left between Shadowfen & Murkmire on ESO map, so they may yet have a story size zone, but definitely not for the next year.

Bosmer - Falinesti wherever it is at the moment.
