When i first started playing the game, i managed to get my first character to level 50 and unlocked Vet dungeons. I jumped in, to try and earn some better gear and immediately had the team turn on me and treat me horrendously. Since then, that has not changed. The toxic community, alone, is enough to make me not want to do vet dungeons, regardless of the role i'm in. Most of the vet players seem to be speed running normal dungeons, anyway, so i don't see why blue helmets couldn't drop in normal dungeons. More so, if Vet is getting the Perfected on there.
It's not like they aren't selling them at the Golden Vendor, anyway, so we know Zos doesn't care.
It used to happen, not sure when they changed it but I got Velidreth and Tremorscale from normal mode when they first released, didn’t drop every time, but got em in the end
For as long as I've been playing this game, a Monster Helm has been a sign of accomplishment. Earlier in the game's life, we used to wear Mercenary Heavy w/ Bloodspawn, then later on things like Zaan became a thing to. And everyone wearing that was thought of highly, for it took real work, team coordination and sometimes a degree of leadership to win these nice rewards. I completely disagree with just 'giving away' things so people don't have to work as hard or think or learn to work with other players, no matter how hard that can be sometimes. This is also what I love about the Golden Vendor is either you pay in gold or AP but the Reward still matters because you have to pay something for it.
I hope the game never gets away from providing players an opportunity to earn the better rewards rather than just rewarding players not to care, which ultimately would mean you won't care about the Monster Helm either. I would also just like to remind ZOS that doing this would spitefully dig at ALL the other players, (including me) who over the many years since ESO has been around have spent hours or sometimes even days trying to earn our Helms by learning the run, working as a team, going in prepared (with a good attitude) along with time budgeted for the run and for the most part enjoying ourselves the entire time.
Either make them available on normal, or at least allow players to purchase them using keys from the undaunted quest givers. Even charging a number keys per helm would be acceptable for me; I'd be willing to purchase the helm I want for 25 keys, so to require me to do 25 normal dungeons to get the helm this way I wouldn't have an issue.
Another option would be to offer helms each week with the golden vendor, rather than helms one week, and shoulders the next; and offer more than 2 at a time. I've been waiting for several years for the helm I want off of the golden vendor, but haven't seen it come up yet.
To those that say you don't "need" them if you don't play vet; well, some of us want to try stuff out and create our own builds to try new things, but either don't have the skill to do some of the DLC on vet, or find it hard to get a group that can complete a vet DLC.
If the game allow you to PUG vet dungeon, they should be able to finish as PUG oriented team.

As long as the pug group is composed of players with enough skill they will be able to clear any dungeon on vet, even HM. That does not mean every pug group will be able to clear the content nor should that be expected by any and every pug group.
Why running with a regular group is better for running the more challenging content is because they are more likely to be willing to work together through learning the new content and become a more consistent group. This is just the way things work and is rather natural. It is why regular raid groups tend to do better.
