Minor mangled - does it stack?

Is this debuff allowed to stack if you are hit by different players using pulsar? Last night my overall hp pool, not remaining health, went from a hearty 30k down to 2k and spamming heals didn’t help me. My bar overall health bar shrunk considerably and losing that much health seems like either an exploit or is a game mechanic that isn’t working as intended. All other major/minor only get applied once, seeing’s my overall health pool go from 30k to 2k makes me wonder if pulsar is broken as a skill.

Minor version of a buff/debuff can stack to a major version of the same buff/debuff. (Minor endurance from rally + major endurance from potion for example). You can not stack the same minor/major buff twice. (Major resolve from volatile armor will not stack with major resolve from heavy armor skill or major breach from puncture will not stack with major breach from noxious breath).

My guess is your health bar desynced somehow. I would chalk it up to an isolated bug, unless you have seen this happen more than once. If so, I would suggest you make a video for ZOS to investigate.

From my experience it is glitched and stacks. Seen it more than once and is currently being abused by ball groups.
