Proc set scaling

With procs not firing at the same time anymore is it still necessary for scaling still? If it is then could they scale off max stat too? I don't use any proc sets on mag characters because they are so weak now.

Funny that max mag/stam/health stat sets can't crit, yet all the "one shot" weapon and spell damage sets players complain about now can.
Who even comes up with this stuff?2
