I offer ( as i think ) better model of how proc sets and tanks can work in this game.

Def and HP are the same resources. It is the same resources as stamina, mana or WPD or SPD.

What do i offer:

1) Proc sets that calculates from SPD and WPD now adds values and from armor.
As example - sets that do 11k dps on dd with 5000 wpd or spd will do the same damage as on tank with 33k armor.

But it has it limit so on tank with 60k armor proc set will do the same 11k damage.

2) Healing base sets - do the same healing base on armor as on stamina/mana as example 33 armor works like 33k stamina.

It has the same limit that if you have more def it do not count.

3) Sets that work from max HP, works from armor and have its limitation 33 k armor works like 44k HP.

4) Healing skills work from def like from SPD or WPD up to 33k armor.

As example vigor now heal from (wpd+stamina/10) , will work like : ((wpd or (Armor up to 33000)/10) + stamina/10))

5) Damage ability calculate from armor as from WPD or SPD.

As example (Armor + Mana)/10
Or Spd+mana/10 if Spd>armor/10

The same limit on max DMG from armor.

6) Any pull ability have soft agro 3 seconds and work like:
1st target catch in array.
If you hold button next target will catch in array after delay, after release you pull all targets in array and spend resources for each pulled, may be alittle smaller ammount if mas pull.

It will work like now if press button, if do hold - like mass pull, up to 3-4 targets.

With delay 1,5 seconds to catch new target after first.

Pull do not stan target but interrupts its ability. Has reuse time like 4-6 seconds seporated from other controll skills.

7) Some sword and shield abilitys morph may be need update for better work, as example:

8) Power bush ability now works different:

1-st morph - it charges from strike an on press. When release make mass damage + stun.

2-nd morph - rotates character like ultimate of Veledrang and works like toggle.

You block all attacks and use mana, doing aoe damage in 7 meters, get immun to any controll skills and slows, exept pull ability and skill slow you down on 25%. Doing AOE damage as spammable by DD. But can bash with solo bash like before.

Just think how coll it work with vateshrain weapons on activate ;)

9) Bash activates Relequin like light attacks do now. The same for some sets using LA.

10) When you swap panel you do not drop block, just block like no weapon in hands.

What do you think about it ?

Quite good and not overpowered but good changes for tanks i think ZOS can make.

11) Only 1 healing ability can take on target with the same name per second (to not have 10 vigors or mutagens on)

Always work only more poverfull 1 skill depending not on morph but base start name with out morph.

Better do HP regen more powerfull for solo stamina players.

This change can help against ball groups.

12) Return vampire mist form to PVE, but may be limit how effective it can negate dots and overtime damage in it.
