Because it doesn't appear to be a bug. Which part of the situation appears to not be working exactly as intended? In addition, if it were to work in the suggested way so that you could be completely immune to these negative effects while you are in a duel state, you don't think that could potentially be abused at all to completely circumvent part of the intended justice system?

It does appear to be a bug. The part of the situation that doesn't appear to work as intended is that the duel is not completely insulated from external interference.
And nope, you can't really abuse it to completely circumvent a part of the justice system because you cannot interact with essentially anything while in a duel, and it has a limited range, so you can't even realistically use it to run from the guards while you have a bounty. Not that the latter is problematic at all unless you are in an enclosed space like a bank/guild/whatever, but the duel won't help you there, either.
