I already maxed out the graphics from the settings, am looking for anything from mods to further settings tweaks. I have no performance issues so any range of advice is appreciated.

At first i mis-read your thread and was about to say "turning off 'shadows' can help" lol ... But anyways, i'm sure many other players who use mods & such would have far better advice than i can offer. However, you might also get some decent tips & tricks over here: https://forums.elderscrollsonline.com/en/categories/add-ons-and-ui-mods

a powerful gaming PC with a great graphics card will give you the best graphics ESO is capable of :)

of course less powerful PC's are still capable of producing of good results but a top range gaming GPU supported by the processing power it needs is the way to go for best results, regardless of add-ons etc.

pretty much all you can do

For addons I suggest this thread https://forums.elderscrollsonline.com/en/discussion/574549/immersion-addons-and-settings

Reshade affects your visuals, some addons might add "immersion" effects but addons cant make visual changes in the base game. Both draws trivial amount of juice from your system. You might be able to enable some more things by tweaking the game ini file but those too might only add something minimal/trivial things.

Even with everything at max, ESO is a 8 year old game and looks like it. I use Reshade, and it basically changed how I look at ESO, as it makes the game look incredible. I started with the Neat Perfection presets, but then started disabling/removing/tweaking some of the settings that bugged me (like blurring out the screen edges) and after playing around a bit, I was amazed at how good this game can look. IMHO, it is the only thing that makes ESO graphics look great.

On a side note... If you have an Nvidia card, you can tweak most if not all the same settings using the GeForce Experience app to make the game look great as well.

You can do similar things with AMD's Radeon software too.

I tried using ReShade in a few games for a while but all the presets recommended to me just seemed to use excessive brightness and contrast, because apparently psychadelic colours everywhere are "immersive" and often weird blurring effects. I kept tweaking it and depending on the game either ended up with something indistinguishable from turning it off or a couple of points changed to colour balance or contrast, and at that point I just deleted it and used the Radeon software instead.

Thanks for the suggestion I've downloaded ReShade but the tweaking is done manually. Which boxes did you check for your game?

Just using the checked ones, and I remapped the toggles to not interfere with other stuff.

I use reshade adaptivesharpen, because otherwise game is blurry, and technicolor2, because otherwise colors are washed out, for nearly every game.
Some games have their own built-in sharpen, but majority do not.
Colors are washed out because games are made for TVs, which have 16-235 color range, while PC monitors use 0-255 color range. Some games have filter that translates TV to PC color range, but it's rare.
