PS4 Armory - Incorrect CP values showing on freshly saved build summary.

Although my toon has 738 CP (all used), a freshly saved armory build only shows 492 CP on the build summary. I don't understand where that number comes from, it isn't even the number of CP allocated to my current slottables (at 401 CP).
Can someone please explain?

✭✭✭✭✭On one of my PS accounts with 1351 CP the summary showed 900 CP.
I allocated one more CP bringing total to 1352 CP and the summary increased by one to 901 CP.
Something's definitely off.
@ZOS_Kevin aren't the numbers by the star slots supposed to show total CP?
Also curious what the number next to skills bar means, in my case 221.
