Something just occurred to me. If I recall high kind lady Esta was pledged to Dagon during her quest. So if that's the case why is she seen again in coldharbour?

She betrayed him to form a pact with Molag Bal. So when she died, her betrayal and pact landed her in Coldharbor. You find this out in the Mehrunes Spite delve in Auridon.

Maybe she found a bubbler along the way and subsequently got confused over which pocket realm she was heading to, as one does.
