Why Not Release Houses at Same Time as New Chapters/DLC?

Why do they delay the release of new houses (for example, the one just outside of Fargrave) instead of releasing them with the zone? It would be so cool to have been able to do the Deadlands content while using that house as my base. By the time most houses release, we are done with the corresponding zone's storyline content.

maximusrex45✭✭✭✭ZOS unfortunately are invested into a few dated sales ideas that while profitable and provide pretty steady income, are actually found annoying and unaffordable by a lot of people. They would make more money overall if they didn't try to exploit these same few sales concepts, but they apparently also have their own fear of missing out.3
