Windows 11 multithreaded rendering <1fps

I play on a Lenovo C940 4k laptop with i7-1065G7. Turning on multithreaded rendering on Windows 10 had given me a nice frame boost, but after upgrading to Windows 11, it simply makes the game unplayable. I tested with reset settings (new Documents folder) with everything turned down to minimum, it's still less than even 1 fps if multithreaded rendering is on. When it's off, I get playable frame rates.
