Hatchling's shell changes(two new set requests)

Yesterday when setting up my new tank, I noticed the Hatchling's shell set was changed. Hatchling's shell used to give a shield based on 20% of your maximum health every 15 seconds.
From the patch notes:
Hatchling’s Shell: This set now grants you a damage shield for 6 seconds when you take damage with a 6 second cooldown, rather than a damage shield passively every 15 seconds, to fix numerous bugs and edge cases with the set.
Visually, I love that we no longer have a 100% uptime on a very intrusive shield. Mechanically I feel this set no longer really suits me, as I liked going into battle with protection. So I didn't need to heal or get healed for every small amount of damage I'd take. The new changes to the set make it so that I need to get damaged first before the shield even activates. Which leaves me with the huge problem that it does not protect me when the first hit is a massive one, and that the first hit always takes away from my health.

The patch notes do not specifically say which bugs or edge cases they fixed, so I am going to request two new heavy armor sets. For the first 4 bonusses these sets should have armor/health bonusses.
For the fifth bonus, these armor sets should have:
-(5) You gain a damage shield when in combat, this shield refreshes itself every 6 seconds.
-(5) You gain a damage shield when you deal damage, with a 6 second cooldown.
Note: Whether this shield is scaled off the maximum health, or if it is a set number does not really matter to me. All that matters to me is that the shield works the moment I can get attacked, not after I get attacked.

PS: I did look into other sets, like Para bellum, but this is medium armor and with stamina bonusses. And nothing else in heavy armor even comes close to what hatchling's shell did. (I may have missed some sets, so any recommendations are appreciated!)
PPS: I do not mind a slightly lower shield value.
