Ok so let's summarize this curation situation even more simply:
1.) If you are starting a dungeon for the FIRST TIME EVER! You'll have 0% of the equipment collected for the dungeon. It is best to group up to get started on collecting gear pieces.
2.) If you have 80% of the gear for the dungeon already, grouping with 3 other players who have 0% of the collected gear, will likely result in YOU getting pieces they need.
3.) If you SOLO a normal dungeon on your own, looking for the "last pieces" of a set, you have the best chance of getting those needed pieces (if you can solo group dungeons/trials).
4.) Named pieces are outliers and may still drop, regardless of what anyone needs.
So I see more players starting to run dungeons solo to farm gear now, or at least group with people who have most of the gear and plan for pieces to give each other if they drop.
Alright, this isn't that bad honestly. It's still likely SOMEWHAT better than what we had before.

And not binding the item immediately upon drop appears to allow for the game to give you a duplicate of that item. It's as though the dungeon had already decided which pieces would drop, before even starting...

Also wondering, is this "feature" supposed to be global, like loot from all sources, or just from boss loot? I ask because quests, treasure chests, and various other sources all give duplicate gear, even though we have not completed sets. This is most noticeable in Deadlands, since it is new and we have done a ton of questing, dailies, WB's, TC's, etc... recently, and keep getting duplicate gear to what we already have in our sticker book.

Sure, so then the system does not work at all like it said.
Pretty difficult to tell when only 5 people (all making separate posts) are the ones reporting their specific scenarios, but no exact numbers of items they had collected, nor the number of people they are grouped with, nor the specific dungeons, etc.
It's just a bug. I did over 50 dungeons (all normal) in the last couple of days. Only got duplicates like 3 times. All other times I got things I hadn't collected yet.
Not chests or quest rewards, and also not trash mobs.
