You can reassign buttons by in-game "Controls", accessible by using keyboard & mouse. I don't have any controller addon or program.
I have tried to do it, but I have a problem.
When I configure in the ESO options, the control of the ps4, the touch part if I give it to the right it tells me that I gave it to start and in the touch part on the left it tells me share, what are the physical buttons there touch panel side

Have you tried other mapping program like https://www.rewasd.com/ ? It can swap buttons or map them to keyboard/mouse.
I'm using it with xbox elite now, though the default ps4 / xbox 360 emulation wouldn't work and I had to create a new profile from scratch0 -
