It's not. There is no way to transfer anything between servers or platforms.
Things you purchased outside of the game like ESO+ time, crowns and chapters bought outside the crown store will be available on both servers on your platform, anything created or purchased within the game like characters, mounts, bank space, anything bought from the crown store is specific to that server and cannot be moved.
ZOS did once offer a one-time copy of PC players accounts to the console servers but apparently they were only able to do that because the databases were empty and now there's accounts and characters on all of them they cannot do it again.

Thanks for that info, it's a pity though. It would be so cool to be able to play anywhere and any time. What if your characters info was stored in your mouse or handset?. Just thinking?
