Crafting Surveys During Explorer's Celebration

While doing some crafting (alchemist) surveys during the Explorer's Celebration this morning, I noted that the quantity of materials I'm harvesting is only the doubled amounts available from any normal crafting node during the event. This is a serious decrease in materials harvesting from surveys. Is this a function of the Explorer's Celebration, or is there an error somewhere?
