Been away a few months and looking to get back into things. What sets work in Cyrodiil (and/or where can I find this information)?

In the CP campaigns and BGs all sets work.

In non cp there's a list in the Waking Flames Patchnotes however it's missing some sets which still work although they're not on the list like:
Wild hunt, malacath or Heartland conqueror...

These are on the list I posted.

However, Shapeshifter's Chain appeared to be not working after trying it out, despite being present in official patch notes whitelist. Neither cost reduction, nor resource increase.
