I only own the Base ESO game and Morrowind.
If I buy the:
Collection: Blackwood™ Collector's Edition
can I use that on my current account to upgrade it to all chapters?
I really don't want a second account.
Plus I have too much invested in my current account to abandon it.

Since it's currently on discount I'm thinking I might just buy this if it can upgrade my current account.

Yes. Note, the collectors edition will also give you the collector's edition stuff. If you just want all the chapters, you want Collection: Blackwood.

Also, just to be sure, it won't give you all the other DLCs, just the old chapters.

It looks like you're already on the right track here, but just in case anyone sees this and doesn't know: the UPGRADE versions DO NOT come with the previous chapters.

avoid the "upgrades" as stated before, as they include no previous chapters.

The collectors edition contains some goodies, but I think they are no longer worth the price.
E.g. I bought it because it had the shortest skirt in the game (deadlands gladiator style), but meanwhile better looking ones were released ingame (like waking flame).

So check out the description in detail if you need anything listed there. Usually the normal version will be perfectly fine.

You bring up a side issue, markulrich1966.
There are some awesome skins available, but they are covered by armor, clothes, and outfits - you name it.
I'm not advocating nudity, just saying there should be a way to see those skins.
It's a shame such cool skin designs and artwork end up mostly covered.
For me there's no reason to buy an awesome skin that gets covered....I'd rather save the Crowns.
Of course, there may be some combinations that allow this.
So far I have not seen anything, but I've only played the game a total of about 10 or 11 months.
I played about 8 or 9 months when Morrowind came out and returned about 2 months ago.
There may be some good combinations. I've not seen any so far.
