[BUG] Playing ESO in 4D? (PC-EU)

No idea what just happened here. I died to a zerg, spent 2 minutes in a loading screen to respawn on a forward camp, then the camp got wiped while I was loading and I couldn't revive, then this started appearing on my screen while facing East.
Only occurs in some areas and altitudes (going 30 meters to the right of the staircases in the video makes this effect go away, only to have it resurface after another 50 meters).
