Starting Deadlands Prologue Quest WITHOUT Crown Store?

Every other DLC, or Prologue Quest, can be started without going to the Crown Store. Even the most recent, Blackwood itself, has the ability to meet Rogatus Cinna himself in a faction-designated zone: outside Daggerfall, Elden Root or Mournhold.

Is there an in-game way to start the Deadlands prologue quest without touching the Crown Store?

Hm. In answer to the above: I have just encountered Rogatina Cinna - presumably some relation of Rogatus - in Wayrest, just outside the Cloudy Dregs Inn. I assume she is in comparable places in the Dominion and Pact zones? If anybody would like to post them.

Lyranth's cultist is also outside Grahtwood, a bit further after the Master Writ dropoff area.

Deshaan fountain before mages/fighters guilds, on a road to the undaunted enclave. There's a fine steed and a messenger awaiting for you.

Go to your alliance capital the npc should be there
In mounhold she is beside the fountain located between the fighter guild, the mage guild, the bank and the stable
She has a nightmare horse beside her
