Boundless Vitality Fast Travel Bug

So I recently noticed a bug. If you have the CP perk boundless vitality (increases max health) and fast travel, when you land you're missing the health from boundless vitality as if you took damage. Most people wouldn't notice this since it's a small amount and your health regen would basically instantly fill it. But since I play almost exclusively as a stage 4 vampire, I have no health regen and have to heal every time after fast traveling to get my health back to to full.

BV is currently giving me 472 max health putting my max at 25.7k. When I fast travel, I always arrive at 25.2k health and have to use regeneration to get to full.

Edit to add - playing on Xbox series S on NA servers.

    A small update. I did some testing and it's not just when fast traveling. It's whenever theres a map or zone load.
