I remember the days when you could go and do these PvE quests in Cyrodiil and run into people from other Alliances, but you'd leave each other alone because you were both doing the quests - even run together to do it sometimes. If you accidently hit each other, you'd ignore it and carry on. PvPrs these days don't have the same respect and courtesy.
The more I think about this the worse it gets.
No this would not be a good change.
Nobody wants more players in Cyrodiil that is not participating in the alliance war.
