Cyrodiil QOL (maybe?)

Don't know if this is QOL, but hey, ZOS, if you want to get more people into Cyrodiil and IC, add a FO76 style "pacifist" mode to the area - I guarantee you the PvErs who want to do the PvE quests, delves and Skyshards unmolested by PvPrs will then go and do it because said PvPrs can't damage them even if they try.

And who knows, once they see what it's like in there, they might even have a go at PvP, weirder things have happened. Right now though, if a PvEr tries to go and do that stuff, PvPrs don't give a toot and won't leave us alone to do it. I've known PvPrs actually sit on quest locations and actively stop people doing the quests because they know they can one-hit-kill them - brave warriors that they are. And you wonder why people like me don't bother with the area(s) any more?

I remember the days when you could go and do these PvE quests in Cyrodiil and run into people from other Alliances, but you'd leave each other alone because you were both doing the quests - even run together to do it sometimes. If you accidently hit each other, you'd ignore it and carry on. PvPrs these days don't have the same respect and courtesy.

The more I think about this the worse it gets.
No this would not be a good change.
Nobody wants more players in Cyrodiil that is not participating in the alliance war.

That's because you're in a PvP zone, we don't need or want more people in there not doing pvp and causing a more unstable zone. You have a crap ton of zones for pve stuff, you want to do quests unmolested as you say stay in pve. You enter a pvp area expect to get killed period, don't like it don't go there.

Agree with the others, it's a PvP zone, and that is what it should remain.

I don't want the questers to invade Cyro and prevent actual PvPers from joining, because let's be honest, they will swarm the zone for their silly skyshard hunting and whatnot and we will have 40+ minutes queues.

If ZOS wants Cyrodiil & IC more populated, idk, maybe actually fix the atrocious performance and balance it out???

I like your idea of showcasing PVP to pve players, most of them can't see the large battles going on and how much fun we have.

See the thing is if quest and sky shards aren't enough to get them out there now, then chances are they're not gonna consider pvp either way if we give them away for free.

Also with the population cap so low now, there would be nothing stopping guilds from going in there and capping out Cyrodiil with sky shard runs.

I go there to harvest mats, good place for aetherial dust. Unfortunately, I just happen to be harvesting players far too often instead...

    :D:'(:DB)

As already pointed out, the pop cap is so low that a passive mode would be seriously abused to tilt the power balance.

I haven't experienced any griefing during skyshard, quests etc. Maybe just lucky I guess. I do play PVP but when doing other things in zone I've never once been killed or even attacked as most of those things you mentioned are out of the way or normal pvp routes like between keeps etc.
