    Go to Vulkhel Guard and kill a few acolytes at the Auri El temple (if you pick pocket them you will find that they carry Veiled Heritance pamphlets etc). Mathissen is also full of them.

    Killed maomer, didnt get credit
    Killed high elves that werent red, got credit?
    Killed an orc that wasnt red, got credit...

    Is the only way to get credit for this one to kill white non combatant NPCs?

    Yes, just kill more high elves and don't ask any questions

    Unfortunately this does not give ticks for killing reptiles at the same time :(
    And don't hate on Argonians they are cool.

    And yes this require killing non hostile npc, do not know if killing yellow outline npc count nor if killing players in PvP count.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

    I got four people at the Flaming Nix, they could've been evil, they were dark at least ,,, dark elves that is.

    If one on them is the noble that keeps getting in the way of the crafting turn in area in Leyawiin you only need to feel bad about three of them.

    I only murder citizens with the "Outlaw" type. They are the usual "red" bandits from the overland, just in disguise. And we kill those by thousands during our adventures anyway, so it's not any different and I don't feel that I am doing something bad. Actually by killing that one Outlaw citizen in Anvil my hero managed to pass the initial test in order to infiltrate the Dark Brotherhood (and subsequently destroy it from within). ;)

    I also only steal from citizens with the "Thief" type.
