Groups in PVP treated as a Unit

Today, Cyrodiil was hilarious on Xbox NA. There was a group of 8 to 10 Necros, all wearing vicious death and dark convergence. All of them very tanky. There play style was to just run around until the ultimates were ready then activate two to three dark convergence at the same time and dump Ultimates. Rinse and repeat. While looking at this, I realized something. What about treating groups as one unit. For example, dark convergence has a 15 sec cooldown, the group (unit) would only be able to use the proc every 15 seconds, one proc at a time like a single player.

There was another thread in the forum talking about how each member of a coordinated group had a job to do. How about treating a group as a coordinated unit, and the unit is treated by ZOS as a single player. One player in the group uses a skill or proc set with a cooldown and the other group members would have the same cooldown for that skill or proc. This would give a chance to truly diversity the task of every member in a coordinated group!

The new sets used by a single player are strong but not gamebreaking strong. But used as the way this group in Cyrodiil was using then tonight is busted and sooner or later ZOS will nerf them. If groups are the problem, nerf groups not sets! Your thoughts....
