We all know the ally you get on your service as a reward for completing the Thieves Guild questline. Since forever, she allows you to sell to her (not launder) any stolen goods you may have for a wrecking 35% comission on every single item.
Any serious thief out there would rather walk to the closest hideout and sell his 30 minute bag without penalty. I don't understand at all, ever since i got Pirharri the Smuggler what am i supposed to use her for.
Here's my suggestion. Since thieving in ESO is not even that attractive for end game players in comparison to pretty much doing anything else instead, why not (at least) turn this khajiit scammer into a bank for stolen goods? That way we would be able to at least haul a nice amount everyday and thieving would become something to invest time on rather than a 30 minute daily pickpocketing & sell of 140 items.
It doesn't change right off the bat how competitive the activity is, but at least it fixes a useless ally a turns it into something that dedicated thief players can look foward to: space beyond the 140 daily cap.
