(BUG) Hrothgar's Chill isn't procc'ing

Since patch 7.16 Hrothgar's Chill no longer proccs from simply triggering Lightweight Beast Trap's immobilize or Volcanic Rune's stun. Need to light attack the affected exactly when they are immobilized or stunned.
