Vvardenfell quest "Nothing to Sneeze At" can't be completed, a npc you have to talk to disappears

Specifically, you have to talk to Tilenra after pouring a potion that attract cats on a couple of plants next to Menaldinion's Clinic, which he's allergic to. After pouring the potion, Tilenra and a bunch of cats appeared and the task turned to "Talk to Tilenra ", but instead I went inside Menaldinion's Clinic to talk to him to hear his reaction. When I came back to talk to her, she had disappeared, and is nowhere to be found. She isn't next to the indicator or in her shop, and so the quest can't be completed.
