Cannot assign skill point to passive on DK

I have a level 32 dragonknight. I just hit 39 in the Draconic Power skill tree, unlocking the first rank of the Scaled Armor passive. I click the plus sign and try to assign a skill point, and it tells me "you do not meet the requirements for that ability". I have 16 free skill points. I tried killing a few things for some more XP gain in case there was a bit of desync going on, but it's still giving me the same error. Reloading UI didn't work.
PC NA, CP2200+. Character creation is the true endgame.

No, it happened yesterday evening immediately before I posted, and there was no maintenance yesterday or today. I've experienced small XP desyncs before, but this one was egregious.PC NA, CP2200+. Character creation is the true endgame.0
