Micro lags and a severe drop in FPS

Since Blackwood I have been having a recurring issue with the game that I cannot seem to find a fix for.

I have been here since the beginning with the same rig and connection and up until Blackwood I have been running a CONSISTENT 80+ FPS (usually pegged at 100) with ZERO lag on maximum settings. I now have micro stutter lag and my FPS jumps all over the place from 60 to 15 FPS and I stutter so bad that I'm to the point that I cannot even pick a simple chest or lock, and forget about challenging combat. If it is anything over a delve boss, I cannot even control the combat tempo.

I have never seen a degrade in performance like this and NONE of the other games that I play are having issues at all so I don't think it's on my end. Here are my specs for reference:

Processor: Intel Core i7 Extreme Edition 5960X 3.0GHz
M Board: ASUS X99 Rampage V Edition 10
Memory: 32 GB DDR4 2800 MHz Corsair Dominator Platinum DHX
G Card: 2X SLI Dual GeForce GTX Titan X 12GB
Display: Asus 4K Ultra HD (3840 x 2160) 30Hz refresh rate

I run no more than a ping rate of 100-115 and my internet speed test hits me at around 480 MB download and a 23 Mb upload.

I have tried disabling ALL add-ons - No change
I have lowered my graphics settings to the bare minimums - no effect

The ONLY thing that will stop the micro stuttering is if I set V-SYNC to on but with a monitor refresh rate of 30 Hz, the performance is still very poor.

Any help or advice is welcome, because my only option at this point is to stop playing as my experience as of late does not justify me even logging in. The game has become virtually unplayable in this current state.

    I will add that I also ALWAYS make sure my graphics drivers are up to date....

    Same. Only started happening since the maintenance patch on 9/7.

    PC/NA, Windows 10 (all software and drivers up-to-date, including BIOS), video setting turned down to medium, grass off, tried with multi-threading both on and off (with complete game shut down between changing settings).

    FPS, now, regularly drops and spikes constantly. In towns, dungeons (solo and group), overland, DLC, basic zones. Even in low-pop Cyrodiil. Could just stand in the middle of nowhere and see FPS go “41, 27, 58, 13, 62”, etc. and i don’t even understand the 62 number since I’ve always kept FPS capped at 60.

    Unfortunately @ZOS_BillE as stated in my OP, I have tried all that.


    The game worked perfectly since launch and for over 5 years on this rig that is nowhere NEAR the minimum specs. Something has drastically changed and I really don't believe that it could be on my end if it has run perfectly for so long.

    I was hoping that someone could shed some new insight on what may have happened and how to fix it because frankly at this point the game isn't worth playing and investing in anymore if it won't work well on a high end rig.

    Since the performance troubleshooting hasn't helped, you may want to start a ticket with customer support for further assistance troubleshooting these fps drops.

    I've noticed this as well since one of the recent maintenance patches and have had to turn a bunch of settings down in order to claw back to a regular running around 100 FPS (capped via game settings).

    However, shaders will absolutely destroy FPS stability, dropping from the normal 100 down into 30, 40, 50. I first started noticing this in Cyrodiil during large fights but now it occurs basically anywhere where several spell effects are active simultaneously. The game definitely did not behave like this before.

    There have been a bunch of mentions of eliminating spell effects during some of the recent quarterly patches and I wonder if changes have been made to shaders that have negatively impacted performance and that these patch notes are implicitly acknowledging this.

    As stated in my OP, I removed the few add-ons that I have with no effect. Addons are NOT the problem.

    Still haven't got this one figured out. The only thing that helps is setting V-sync to on which caps me out at 30 fps. It makes the game playable, but just barely.

    And I will send a ticket in as directed by @ZOS_BillE suggested, but that will probably only make my frustrations greater as we all know about the great customer service that support gives...
